What is the correct definition of development length of rebar?

also if you can plz explain difference between development length and lap splices, I am a rebar detailer, they have two seperate tables for devlpmnt length and lap splice, please explain.

Development length is additional length of rebar where anchorage is necessary. It is usually at the end of the reinforcement. It is usually 12D where D is the nominal diameter of the reinforcement. Development length also depends in the angle of anchorage

While lap splice is the length necessary when you are overalapping reinforcement for continuity and is usually 50D where D is the nominal diameter of the reinforcement.
