can a diploma civil engineer give structural design of a building?

i want to know, can a diploma in civil engineer with an experience of 10 years working in a structural engineering company and exposure to structural engineering by designing several apartments, commercial complex , give structural designs and can do private practice? or it is an offence or illegal? Because so many builders can build apartments, buildings without knoweldge of any engineering degree but only on their expericence also an ordinary bar bender will give steel details for a residence, can’t a civil diploma holder with design experience? or is there is any other way to become structural engineer by short term CERTIFICATE course except the AMIE or Me(struct) Can anybody help me out as early as possible. Beacause I’m frustated by age.
